Develop a Decentralization policy

Pending the introduction of the new constitution, the government will give policy direction on decentralisation by preparing an overall decentralisation policy. The policy will define more succinctly, the policy choices associated with devolution of authority for planning, budgeting and accountability. This will achieve the desired development results at the devolved level as part of the new constitution in one year.
