Vision 2030 Delivery Secretariat (VDS), led by the Director General of the Vision 2030, is charged with the mandate of spearheading the implementation of the Vision 2030 as the country’s blueprint and strategy towards making Kenya a newly industrializing middle-income country. VDS provides strategic leadership and direction in the realization of the Vision 2030 goals, and closely collaborate with line ministries in developing the five-year medium-term plans for the realization of the Vision.

Ken has wide-ranging experience in the Private Sector, in the Development/NGO space and in the Public Sector. He has worked in, with and for the Law Society of Kenya Private Prosecution of Goldenberg (1993-1994), the International Commission of Jurists (Kenya Chapter), the Konrad Adenauer Foundation, The Chambers of Lord Anthony Grabiner, One Essex Court Chambers, Inner Temple, London, Standard Chartered Bank, the Kenya Anti-Corruption Authority, the Interest Rates Advisory Centre, The Department of Governance & Ethics in the Office of the President, The State Law Office, the Ministry of Justice & Constitutional Affairs, the Ethics & Anti-Corruption Commission, the Public Complaints Standing Committee (Ombudsman/Commission on Administrative Justice), and the Inter-governmental Standing Committee on Shipping (Kenya, Tanzania, Uganda & Zambia).
Ken has served as a Gazetted Public Prosecutor for offences of Corruption under the repealed Prevention of Corruption Act, as an Executive Assistant, a Banker, a Human-Rights Defender, a Finance & Governance Consultant, an Executive Director (Ombudsman), a Secretary-General of an international institution (ISCOS Secretariat), and lastly as the Inaugural Chairman of the Embu Municipality Board (July 2019 to July 2020).
ACCOMPLISHMENTS
Ken serves conscientiously and has received Unqualified External Audit Reports as an A-I-E Holder whilst delivering tangible, measurable results. The Performance Contracting Indicator ‘Resolution of Public Complaints’ is Ken’s contribution to improving Service Delivery in Kenya. Recently, Ken pushed, to adoption in Kenya, Tanzania, Uganda and Zambia, the policy to discourage CIF imports in favour of C&F, strengthening the Insurance Industry in these countries. The estimated national forex savings run into millions of dollars.
Ken has practical, high-level experience in International Relations, diplomacy, governance, anti-corruption, banking, shipping and maritime affairs (Blue Economy) as well as International Trade and Development.
He is a subject-matter expert on governance, banking, shipping and international trade. Ken also has a journalistic bent and wrote an Editorial Column in The East African Standard newspaper between 2000 and 2003. He continues to shape public opinion through commentaries in the print and electronic media.

Director – Enablers and Macro Directorate of the Kenya Vision 2030 Delivery Secretariat, Mr. Masoud is a long-standing strategic management professional with a progressive management career in the banking industry that spanned 12 years before joining the the Kenya Vision 2030 Delivery Secretariat.
Mr. Masoud is a student member of the Association of Chartered Certified Accountants (ACCA) and also an Associate of the Kenya Institute of Bankers (AKIB), currently pursuing a PhD (Business Innovation and Technology Management) at Jomo Kenyatta University of Agriculture and Technology. He holds a Masters degree in Strategic Management and a Bachelor of Arts degree (Economics and Sociology). He has extensive experience in credit scoring, portfolio forecasting, statistical analysis, risk and response analytics, risk management and control and new product development and forecasting. His key areas of expertise include Strategy Origination and Execution, Risk Management & Control, Policy Implementation, Product Development and Market Segmentation, Financial Planning, Business Development and Budgeting. Mr. Masoud’s previous professional engagements include working as a Senior Credit Risk Analyst at Gulf African Bank (GAB) Limited (2012 – 2015), Relationship Manager, Credit at First Community Bank Limited (2009 – 2012), Credit Administrator- Equity Bank Limited (2008 – 2009), Credit Officer – Equity Bank Limited (2007 – 2008) and as an Accountant at GAP Electric Company Limited (2003 – 2007).
His key achievements within the banking sector have included playing a proactive role in developing credit risk policy at GAB Limited that ensured that credit risks were mitigated in line with business growth; coordination of proper risk analysis that led to the reduction of portfolio at risk from 6% to 3% at GAB; actively participated in strategy development and implementation for GAB Ltd that saw growth of the bank, risk mitigation and increased profitability; development of Annisaa Biashara Financing Product for ladies clientele and GAB Daktari Product to finance various needs of Doctors relating to their personal and professional work at GAB; team leader of team that developed the Vijana Tustawi Product between the Bank and CIPK to finance tuk tuks to the youth at First Community Bank and; development of Kilimo Biashara product at Bura Irrigation Scheme while working at Equity Bank.
DIRECTOR ECONOMIC AND MACRO PILLAR
Mr. Ismail Maaruf is a seasoned statistician with over 15 years of experience in public sector performance management, administration, and governance. He has held senior positions in the Government of Kenya, including Director of Strategy, Research, and Compliance at the Commission on Administrative Justice (Kenya’s Office of the Ombudsman), where he played a key role in establishing corporate planning, research functions, management control systems, resource mobilization, and capacity building.
He has been instrumental in shaping Kenya’s Medium-Term Plans (I, II, & III) and has served as a key technical team member in designing and reviewing the national performance contracting framework and guidelines at both national and devolved levels. A member of the Statistical Society of Kenya and the Project Management Institute, Mr. Ismail brings extensive expertise in data-driven decision-making and policy implementation.
In his current role, he leads the coordination and execution of flagship projects and programs under the Economic Pillar sectors. His responsibilities include tracking macroeconomic indicators, preparing progress reports, monitoring and evaluating projects, and assessing the performance of Ministries, Departments, and Agencies (MDAs).
Deputy Director of the Enablers
Dr. Daniel Mutegi Giti serves as the Deputy Director of the Enablers Directorate at the Kenya Vision 2030 Delivery Secretariat. He holds a PhD in Urban Management, a Master of Urban Management, and a Post Graduate Diploma in Housing Administration from the University of Nairobi. Additionally, he holds a Bachelor’s degree in Geography and Sociology from Egerton University.
Dr. Giti is a member of the Environment Institute of Kenya (EIK) and a certified Lead Expert in Environment Impact Assessment and Audit (EIA/EA). He is also an APMG London Expert on Public-Private Partnerships (PPPs). With over 13 years of experience, Dr. Giti has demonstrated exceptional leadership in urban planning and management, housing administration, public-private partnerships, and monitoring and evaluation. He previously worked as an Assistant Director for Housing (Slum Upgrading) at the Kenya Informal Settlements Improvement Project (KISIP), a World Bank and Government of Kenya initiative focused on enhancing living conditions in informal settlements.
Dr. Giti is responsible for the implementation of key projects under the enablers sector, including land, security, human resource development, and public service reforms. His role involves analyzing data, coordinating with stakeholders, and ensuring the successful execution of Medium-Term Plan (MTP) projects to achieve Vision 2030 objectives.
Deputy Director, Economic and Macro
Mr. Timothy Waweru is an experienced Development Planner with demonstrated history of working with the government at both national and sub-national levels. He has over 18 years extensive experience in economic development planning, project management, public finance management, strategic planning, monitoring and evaluation, public investment planning, including financial and economic analysis and development of investment plans.
He holds a Master of Arts Degree in Population Studies and a Bachelor of Arts Degree in Economics and Sociology. Timothy is a member of the Economists Society of Kenya (ESK) and the Institute for Management of Information Systems (IMIS).
Mr. Waweru has worked as a Senior Economist in the State Department for Economic Planning at the National Treasury and Economic Planning. While in this post, he was involved in preparation of Medium-Term Plans (MTPs) and Medium-Term Expenditure Framework (MTEF), preparation and provision of technical support to Ministries, Departments and Agencies (MDAs) in formulation of their Strategic Plans and other government policy and planning documents. This is in addition to supporting counties in the development of County Integrated Development Plans (CIDPs).
Mr. Waweru is responsible for coordinating the implementation of Vision 2030 priority projects and programmes under the Economic Pillar sectors, tracking the macroeconomic indicators, monitoring and evaluation, preparation of progress reports, and stakeholders’ engagements in accelerating the achievement of the Vision 2030 goals and objectives.
Senior Finance Officer
CPA Evangeline Mwati is an accomplished finance professional with extensive expertise in financial management, budgeting, and strategic financial planning. With a robust academic foundation and professional qualifications, she has built a successful career marked by excellence in linking financial strategies to organizational goals, particularly within the Vision Delivery Secretariat (VDS).
Evangeline holds a Master of Business Administration (MBA) with a specialization in Finance, which has equipped her with advanced knowledge in financial analysis, investment strategies, and corporate finance. Her undergraduate studies culminated in a Bachelor of Commerce (BCom) in Finance, providing her with a strong foundation in accounting principles, financial management, and business operations. As a Certified Public Accountant (CPA) of Kenya, she demonstrates a high level of professional competence in accounting, auditing, and financial reporting, ensuring compliance with regulatory standards and best practices.
She is highly skilled in managing organizational finances, optimizing financial performance, and implementing sound financial controls. Her expertise in budgeting and forecasting allows for the efficient allocation of resources, aligning them with strategic objectives. Evangeline has a proven ability to link the VDS plan to budgetary frameworks, enhancing financial sustainability and achieving targeted outcomes. Her strong analytical and problem-solving skills enable her to effectively analyze financial data, identify trends, and recommend solutions that drive financial efficiency.
As the Senior Finance Officer at the Vision Delivery Secretariat, Evangeline plays a pivotal role in guiding financial strategies, supporting policy formulation, and ensuring that budget allocations are effectively aligned with the VDS’s strategic vision. Her contributions are instrumental in promoting financial discipline and delivering value through strategic financial oversight. Principal Public Relations Officer
Mr. Suleiman Munyua is a highly accomplished Public Relations and Media Practitioner with over 20 years of experience, demonstrating exceptional expertise in crafting and executing dynamic PR, Marketing, and creative media campaigns. His strategic approach and deep understanding of media landscapes have consistently delivered impactful results, making him a respected figure in the industry.
Mr. Munyua holds a Bachelor’s degree in Journalism and a Master’s degree in International Relations, providing him with a strong academic foundation that complements his practical experience. His educational background, combined with his hands-on approach, equips him with a unique perspective on communication strategies that influence public perception and drive organizational objectives.
As a dedicated member of both the Public Relations Society of Kenya (PRSK) and the Media Association of Kenya, Suleiman stays at the forefront of industry trends and best practices.
Suleiman’s career includes a remarkable 20-year tenure at Capital FM. During this time, he played a pivotal role in shaping the station’s strategic direction, enhancing its brand visibility, and fostering strong relationships with media stakeholders. His leadership experience at Capital FM enriched his ability to manage teams, oversee large-scale projects, and ensure effective communication both within and outside the organization.
In this capacity, he is responsible for managing public relations activities, which include disseminating information, engaging with stakeholders, and promoting the initiatives and progress of Kenya Vision 2030 to the public.
Chief Supply Chain Management Officer
Mr. Mulama is a distinguished professional with over 20 years of proven expertise in supply chain management. He is a certified member of the Kenya Institute of Supplies Management (KISM) and possesses a robust academic background , holding an MBA in procurement and supply chain from the University of Nairobi, a master’s degree in Economics and Cooperation from Dr. Bhimrao Ambedkar University, India, and a bachelor’s degree in Economics, cooperation,community development and extension from Agra University, India.
Throughout his career, Mr. Mulama has demonstrated exceptional leadership and operational excellence across diverse sectors, including procurement, shipping, freight forwarding, customs clearance, warehousing and distribution. He has held pivotal positions in renowned organizations such as P&O Nedlloyd East Africa Limited (now Maersk Shipping), Kuehne+Nagel, Kenya Medical Supplies Authority (KEMSA), CMC Motors Group Limited, and Marie Stopes Kenya. His extensive experience has equipped him with the ability to deliver innovative supply chain solutions that consistently drive value and efficiency.
Mr. Mulama is responsible for developing, implementing, and reviewing comprehensive procurement and disposal plans in line with the organizations objectives. He adeptly oversees the procurement of goods, works, and services, ensuring cost-effectiveness, quality compliance, and timely delivery. His role involves cultivating strong supplier relationships and effective contract management aimed at supporting business continuity and enhanced operational efficiency in strict adherence to the public procurement Act and regulations. His expertise in process improvement drives continuous enhancement within the supply chain, optimizing processes, boosting efficiency, and reducing costs.
